Quay Church has experienced significant attendance growth, and we are grateful for every person and family God is bringing into our church. As we look toward the future, we also want to prepare for continued growth and create room for the people we believe God will bring in the years ahead.

Our current auditorium seats approximately 1,000 people. During our previous fall growth period, morning attendance increased approximately 34%, representing roughly 649 additional people attending each Sunday. On August 16, 2026, we welcomed 3,476 people, our highest-attended regular Sunday to that point. We also welcomed 8,772 people across our Easter gatherings in 2026.

As attendance has grown, we have experienced increasing pressure on our auditorium, children’s ministry environments, parking areas, and campus circulation.

In August 2026, we adjusted our Sunday gathering schedule to 8:00, 9:30, 11:00, and 12:30 to better utilize our existing facilities and create additional opportunities for people to attend during the morning hours.

Legacy builds on those efforts by addressing both our current needs and anticipated future growth. We want to make thoughtful decisions today that will position Quay Church to welcome more people, expand ministry opportunities, and serve the next generation.

Our goal is not simply to accommodate more people in a room. It is to create room for more people to encounter Jesus, connect in community, grow as disciples, and live on mission.

Yes. In spring 2025, Visioneering Studios worked with our Elders to develop a long-term master plan for the Quay Church campus. Legacy represents Phase 1 of that larger master plan, but within the Legacy project itself, there are three distinct sub-phases that are planned to take place sequentially.

Sub-Phase 1: Parking and Traffic Improvements

Our first priority is addressing parking capacity, traffic circulation, and access to our campus. This includes improving our existing parking areas and evaluating both immediate and long-term solutions to help people enter, navigate, and exit our property safely and efficiently.

Sub-Phase 2: New Worship Center

The second sub-phase involves constructing a new worship center to expand our worship capacity and provide additional lobby space, adult classrooms, and centralized family check-in areas. This will allow us to welcome more people while creating additional opportunities for connection and discipleship.

Sub-Phase 3: Renovation of Existing Facilities for Next Gen Ministry

Once we transition into the new worship center, the third sub-phase involves renovating and repurposing portions of our existing campus. This includes converting our current auditorium into a large gathering environment for Quay Students and expanding and improving our quaykids ministry spaces.

These three sub-phases are all part of the overall Legacy project, but they are not intended to begin simultaneously.

This sequence is intentional. We recognize that expanding worship capacity without first addressing parking and traffic would compound some of the challenges we already experience. Likewise, renovating our current auditorium for Next Gen ministry depends on first creating additional worship space.

The timing of each sub-phase will depend on design, permitting, construction costs, available resources, and other financial considerations.

As we move forward, our Elders and leadership will evaluate the scope and timing of each sub-phase based on the resources available and the needs of our growing church.

We know parking and traffic flow are challenges we need to address now, not just when the Legacy project is complete.

We have engaged Protean Design Group to evaluate our current parking and traffic operations and help identify both interim and permanent improvements. This includes evaluating parking capacity, traffic circulation, and potential improvements to access our property in coordination with Orange County.

Parking and traffic improvements are also the first sub-phase of the Legacy project. We recognize that expanding our worship capacity must be accompanied by improvements to the infrastructure necessary to accommodate additional people safely and effectively.

Once we have fully transitioned into the new worship center, our current auditorium is planned to become a large gathering environment for student ministry.

Legacy also includes renovating and expanding quaykids environments, creating engaging, age-appropriate spaces while improving entrances, traffic flow, security, and the overall experience for families.

These renovations represent the third sub-phase of the Legacy project, following parking and traffic improvements and construction of the new worship center.

No. The renderings are intended to communicate the vision and direction for our future campus, but they are not final construction documents.

We are partnering with Visioneering Studios to help us develop the vision for our campus and guide us through the design process.

The project will continue through design, engineering, estimating, and planning alongside Visioneering and our other project partners. Specific layouts, finishes, configurations, project components, and costs may change as that work progresses.

We will continue sharing updated plans and information as the design becomes more defined.

A final construction start date has not yet been established, but the work toward construction is already beginning.

We are incredibly grateful that a donor has already provided $2 million to help fund preconstruction costs. Preconstruction is the work required to responsibly plan, design, and prepare a project of this size before major construction begins.

This includes architectural and engineering work, site and traffic studies, surveys, civil engineering, permitting and entitlement work, construction estimating, design development, and other professional services.

This generous gift allows us to move the Legacy vision forward now while the broader three-year generosity journey is underway.

Our initial focus is on parking and traffic improvements, followed by construction of the new worship center and renovations to our existing facilities for Next Gen ministry.

The timing of each sub-phase will depend on final design, permitting, commitments received, available resources, project costs, and financing considerations.

The $35 million represents our overall Legacy project goal, not the actual construction cost of the project or a finalized construction budget.

This goal encompasses several important priorities:

• Parking and Traffic Improvements: Expanding and improving parking capacity, traffic circulation, and access to our campus.
• New Worship Center: Constructing a new worship center to expand our worship capacity and provide additional lobby space, adult classrooms, and centralized family check-in areas.
• Next Gen Ministry Expansion: Renovating and repurposing portions of our existing campus to provide additional ministry space for quaykids and Quay Students.
• Existing Debt Retirement: Eliminating approximately $2 million in remaining debt from the original construction of our current facilities.
• Project Development and Financial Reserves: Supporting architectural design, engineering, permitting, construction planning, professional services, and other project-related expenses while maintaining appropriate financial reserves.

The $35 million goal was established to help us pursue the overall Legacy vision. It is not a final construction estimate, guaranteed project price, or authorization to spend $35 million.

We are currently working with Visioneering Studios through design and preconstruction. As that work progresses, we will gain greater clarity regarding actual construction costs, project requirements, and the appropriate timing of each component.

Our goal is not to spend $35 million simply because that is our Legacy goal. Our goal is to steward the resources entrusted to us wisely while accomplishing the ministry vision God has placed before us.

Approximately $2 million remains from the original construction of our current facilities in 2010.

Including the retirement of this debt in Legacy is an intentional part of our long-term financial stewardship.

Eliminating this obligation would free resources currently committed to debt payments, allowing those resources to support ongoing ministry and future growth.

Legacy is not simply about expanding our facilities. It is also about strengthening the long-term financial position of Quay Church as we prepare for future generations.

Our Elders and leadership will carefully evaluate commitments received, actual resources available, construction estimates, financing considerations, and the scope and timing of each sub-phase as the project progresses.

We are stepping into this vision with faith and expectation while remaining committed to stewarding every resource God provides with wisdom and faithfulness.

Our goal is to approach Legacy with responsible financial stewardship while protecting the ongoing ministry and long-term financial health of Quay Church.

As the project moves through design and preconstruction, our Elders and leadership will evaluate available resources, commitments received, construction costs, and potential financing needs.

No final construction financing structure has been established.

Any significant borrowing decision would be evaluated through our established financial oversight and approval processes.

We are committed to making responsible decisions about the scope and timing of construction rather than proceeding with a predetermined construction schedule regardless of available resources.

Our $35 million goal represents the vision we believe God has placed before us, and we are approaching this three-year generosity journey with faith and expectation.

At the same time, we recognize that commitments are expressions of intention and that circumstances can change over three years.

Our master plan provides opportunities to approach construction in stages, beginning with parking and traffic improvements, followed by the new worship center and renovations to our existing campus.

As actual commitments, contributions, and construction costs become clearer, our Elders and leadership will evaluate the appropriate scope and timing of each sub-phase.

If available resources are different from what we anticipate, we will evaluate the necessary adjustments rather than automatically proceeding with every component regardless of financial circumstances.

Our responsibility is to steward what God provides with wisdom and faithfulness.

All Legacy contributions are designated specifically for the Legacy initiative and will be maintained in a separate bank account from the regular bringing that supports our ongoing ministry budget.

These resources will be stewarded under Quay Church’s established financial policies and governance, with our Elders providing oversight of significant financial decisions.

We are committed to providing quarterly Legacy updates to our church family, with our first update anticipated in January 2027.

These updates will provide information about the progress of the Legacy initiative, including commitments received, actual contributions, project expenditures, design developments, construction milestones, and the overall progress of the project.

Our goal is to keep our church family informed about how Legacy is progressing and how the resources entrusted to us are being stewarded.

We will also continue providing information about the overall ministry and financial health of Quay Church through our Annual Report.

We believe transparency, accountability, and responsible financial stewardship are essential as we pursue this vision together.

Legacy is a three-year generosity journey. We are asking every person and family at Quay Church to pray and ask the Lord how He is leading them to participate through bringing above and beyond their regular bringing.

Some may participate through a three-year commitment, while others may choose to make a one-time gift. A commitment is an expression of your intention, not a legal obligation. We understand that circumstances can change over three years, and commitments can be adjusted if needed.

The heart is for each of us to ask, “Lord, what are You asking me to do?”

No. Legacy is above and beyond our regular bringing.

Our regular bringing funds the everyday ministry of Quay Church. Our annual ministry budget is approximately $8 million, supporting our gatherings, quaykids, students, spiritual formation, missions, outreach, staff, facilities, and the ongoing ministry of our church.

Legacy is separate from our regular ministry budget. We want to continue fully funding the ministry God is doing today while making room for what we believe He wants to do tomorrow.

We are committed to transparency and faithful stewardship, and we will release our Annual Report in November, providing our church with a look at the ministry and financial health of Quay Church.

Our investment in facilities is ultimately an investment in people and our ability to land in the hope of Jesus, launch into our God-given purpose, and live on mission for the glory of God.
